Criminal History Improvement Program

The Criminal History Improvement Program gives assistance to prosecutors' offices with the reporting of criminal history. The program began in MOPS in December 2009 with a federal grant through the National Criminal History Improvement Program in cooperation with the Missouri State Highway Patrol.



Pursuant to Section 43.503, for the purpose of maintaining complete and accurate criminal history record information, all police officers of this state, the clerk of each court, the department of corrections, the sheriff of each county, the chief law enforcement official of a city not within a county and the prosecuting attorney of each county or the circuit attorney of a city not within a county shall submit certain criminal arrest, charge, and disposition information to the central repository for filing without undue delay in the form and manner required by sections 43.500 to 43.543.



Carrie Boessen is the Criminal History Improvement Specialist for the Missouri Office of Prosecution Services. Prior to her work with MOPS, Carrie worked eleven years for the Missouri State Highway Patrol's Criminal Justice Information Services Division. The Criminal History Improvement Specialist works closely with the Office of State Court Administrator (OSCA) and the Missouri State Highway Patrol and helps fulfill the aforementioned mandate and also helps to ensure complete, timely and accurate criminal history reporting to the central repository. Criminal History Reporting is also accomplished by working closely with the Office of State Courts Administrator (OSCA) to ensure electronic case transfer of case filing information though the Karpel case management system.



The Criminal History Improvement Program provides trainings, services, resources, and statistical data to prosecutors' offices and related professionals. The Criminal History Reporting Program assists the county offices with criminal history improvement efforts through the Criminal Justice Information System (CJIS) and the Missouri Uniform Law Enforcement System (MULES).



The Criminal History Improvement Specialist offers training each year at various venues, provides field training for the staff in prosecutors' offices throughout the state. The Criminal History specialist identifies problems and/or errors with the reporting of criminal history, and then recommends a technique to improve reporting criminal history.
